      Alleviates auditing redundancies by creating single legal entity to be audited for charter school and school district meeting specific definitions in ORS 338.035.

      Creation of notification process for charter schools and complaint process for school districts when charter school opens a school or facility in non-sponsoring district.

      Implementation of provisions of SB 217 amending laws relating to the Eastern Promise Replication Grant Program.
    • Biliteracy Pathway

      Implements HB 3499’s provision relating to development and implementation of statewide plan to support ELL programs.
    • Long Term Care – Treatment Education Program Funding Formula

      Amends LTCT to allow implementation of the Minimum Staffing Level Model (MSL) required by HB 5016.
    • School District Collaboration Grant Program

      Aligns rules with SB 216 by providing funds to districts with under 1500 ADMw to hire Project Director, caps their award at $150,000, stipulation for additional 10% to districts who implement researched-based program to increase student achievement, and removes provision to include district consortiums.

Emily Nazarov, State Board of Education Executive Officer, serves as the department’s hearing officer. The hearing will be recorded for permanent record. The hearing officer will open the hearing and read the OAR number and its intention or purpose. The hearing officer will ask those in attendance for oral testimony. Those individuals will be heard. If there is written testimony at this time, it will be submitted.

The hearing officer will adjourn the public hearing and will not respond to questions. After the close of the public comment period, the hearing officer will prepare a report to the state board which will be available from the department.
